Introduction

Ministry of Information and Communications (MIC) of Vietnam stipulated that from October 1st, 2017, all batteries used in mobile phones, tablets and laptops must get DoC (Declaration of Conformity) approval before imported into Vietnam. Then from July 1st, 2018, it requires local testing in Vietnam. MIC stipulated that all regulated products (including batteries) shall get PQIR for clearance when imported into Vietnam. And SDoC is required for submission when applying for PQIR.

 

Testing Standard

● QCVN101:2016/BTTTT (referring to IEC 62133:2012)

 

Application flow

● Conducted local test in Vietnam to obtain QCVN 101:2020 /BTTTT test report

● Apply for ICT MARK and issue SDoC (the applicant must be a Vietnamese company)

● Apply for PQIR

● Submit PQIR and complete the whole customs clearance.

 

Introduction of PQIR

On May 15th 2018, Vietnam government released circularNo. 74/2018/ND-CP, in which it regulates that class 2 products exporting to Vietnam should apply for PQIR. Base on this regulation, MIC issued circular 2305/BTTTT-CVT to request PQIR for products under mandatory certification under MIC. Therefore SDoC is needed, as well as PQIR, which is a necessity for customs declaration.

The regulation came to effect on August 10th 2018. PQIR is applicable for each batch of goods, which means every batch of products should apply for PQIR. For those importers who are urgent for importing yet still lack SDoC, VNTA will check and verify their PQIR to help them clear the customs. However an SDoC is still needed to besubmitted to VNTA in 15 working days, to finish the whole customs clearance procedure.

 

MCM’s strength

● MCM works closely with the Vietnamese government to obtain the first-hand information of Vietnam certification.

● MCM co-built a Vietnam laboratory with local government agency, and is the only strategic partner in China (including Hong Kong, Macao and Taiwan) designated by the Vietnam governmental laboratory.

● MCM can participate in discussions and provide suggestions on mandatory certification and technical requirements for battery products, terminal products and other products in Vietnam.

● MCM has established a Vietnam laboratory, providing one-stop service including testing, certification and local representative to make clients worriless.
