▍BSMI Introduction Introduction of BSMI certification

BSMI is short for Bureau of Standards, Metrology and Inspection, established in 1930 and called National Metrology Bureau at that time. It is the supreme inspection organization in Republic of China in charge of the work on national standards, metrology and product inspection etc. The inspection standards of electrical appliances in Taiwan are enacted by BSMI. Products are authorized to use BSMI marking on the conditions that they are in compliance with safety requirements, EMC testing and other related tests.

Electrical appliances and electronic products are tested according to the following three schemes: type-approved (T), registration of product certification(R) and declaration of conformity (D).

▍What is the standard of BSMI?

On 20 November 2013, it is announced by BSMI that from 1st, May 2014, 3C secondary lithium cell/battery, secondary lithium power bank and 3C battery charger are not permitted to access to Taiwan market until they are inspected and qualified according to the relevant standards (as shown in table below).

▍Why MCM?

● In 2014, rechargeable lithium battery became mandatory in Taiwan, and MCM began to provide the latest information about BSMI certification and the testing service for global clients, especially those from mainland China.

The Consumer Product Safety Commission (CPSC) announced on January 11 that it is requesting the federal government to designate a bill to establish a safety standard for coin batteries, button cells and consumer products made up of coin batteries and button cells. This notice is required by the Reese’s Law, which was enacted on August 16, 2022 and signed by U.S. President Joe Biden in memory of an 18-month-old baby girl, Reese Hammersmith, who died as a result of accidentally ingesting a coin battery. Therefore, in order to protect children that are six years of age or younger from accidental swallowing of button batteries that cause bodily harm, a request was made to develop relevant standards and regulations.Button batteries, as defined by the regulation, are batteries that are larger in diameter than their length and are determined by the CPSC to cause injury if swallowed. The bill does not consider the principle and chemical composition of the battery, but only the shape. And batteries whose diameter is less than the length of the battery, like AAA type cylindrical batteries, Reese’s law is not currently considered.Consumer products subject to the Reese’s law include products containing coin batteries and consumer products designed to use coin batteries, regardless of whether the batteries are contained in the body at the time of sale. However, toy products that comply with ASTM F963 U.S. Children’s Toy Regulations are exempt.
