▍SIRIM Certification

For the security of person and property, Malaysia government establishes product certification scheme and puts surveillance on electronic appliances, information & multimedia and construction materials. Controlled products can be exported to Malaysia only after obtaining product certification certificate and labeling. 

▍SIRIM QAS

SIRIM QAS, a wholly-owned subsidiary of the Malaysian Institute of Industry Standards, is the only designated certification unit of the Malaysian national regulatory agencies (KDPNHEP, SKMM, etc.).

The secondary battery certification is designated by KDPNHEP (Malaysian Ministry of Domestic Trade and Consumer Affairs) as the sole certification authority. Currently, manufacturers, importers and traders can apply for certification to SIRIM QAS and apply for the testing and certification of secondary batteries under the licensed certification mode.

▍SIRIM Certification- Secondary Battery

Secondary battery is currently subject to voluntary certification but it is going to be in the scope of mandatory certification soon. The exact mandatory date is subject to the official Malaysian announcement time.  SIRIM QAS has already started accepting certification requests.

▍Why MCM?

● Established a good technical exchange and information exchange channel with SIRIM QAS who assigned a specialist to handle with MCM projects and inquiries only and to share the latest precisely information of this area.

● SIRIM QAS recognizes MCM testing data so that samples can be tested in MCM instead of delivering to Malaysia.

● To provide one-stop service for Malaysian certification of batteries, adapters and mobile phones.

This mandatory standard is formulated with reference to IEC 62133-1/-2:2017. The standard number is as follows. According to the previous certification experience of other types of products, after the mandatory implementation, it may be necessary to provide the CB certificate and report of the product. MCM will continue to pay attention to the specific implementation methods and update the latest developments in a timely manner.
On November 29, 2021, the Israeli government promulgated Decree 9763, which specifically mentioned that the secondary battery standard will take effect 180 days after the date of promulgation of the Decree, that is, on May 28, 2022.
To ensure the effective implementation of the Plan, a series of specific safeguard measures have been proposed. In terms of coordination and guarantee of various scales, it is proposed to establish a multi-departmental coordination mechanism including the National Development and Reform Commission, the National Energy Administration and relevant departments. In terms of industry management, it is proposed to build a national-level new energy storage big data platform, carry out monitoring of key tasks of the implementation plan, and improve the level of industry management informatization. As for responsibility implementation, all provincial energy authorities are required to formulate new energy storage development plans, clarify the progress of each task and the assessment mechanism. At the same time, the National Energy Administration will optimize and adjust the Implementation Plan in a timely manner according to the monitoring and evaluation situation.
