▍BSMI Introduction Introduction of BSMI certification
BSMI is short for Bureau of Standards, Metrology and Inspection, established in 1930 and called National Metrology Bureau at that time. It is the supreme inspection organization in Republic of China in charge of the work on national standards, metrology and product inspection etc. The inspection standards of electrical appliances in Taiwan are enacted by BSMI. Products are authorized to use BSMI marking on the conditions that they are in compliance with safety requirements, EMC testing and other related tests.
Electrical appliances and electronic products are tested according to the following three schemes: type-approved (T), registration of product certification(R) and declaration of conformity (D).
▍What is the standard of BSMI?
On 20 November 2013, it is announced by BSMI that from 1st, May 2014, 3C secondary lithium cell/battery, secondary lithium power bank and 3C battery charger are not permitted to access to Taiwan market until they are inspected and qualified according to the relevant standards (as shown in table below).

Remarks: CNS 15364 1999 version is valid to 30 April 2014. Cell, battery and Mobile only conduct capacity test by CNS14857-2 (2002 version).

▍Why MCM?
● In 2014, rechargeable lithium battery became mandatory in Taiwan, and MCM began to provide the latest information about BSMI certification and the testing service for global clients, especially those from mainland China.

On May 16, the Bureau of Commodity Inspection, Ministry of Economic Affairs of Taiwan introduced the Energy Storage System of Single Cell and Battery System Implementation of Voluntary Product Verification Related Provisions, marking the inclusion of energy storage cells, general battery systems, and small home energy storage battery systems into Taiwan’s voluntary certification, with the provisions taking effect immediately. The measure to implement the Bureau of Commodity Inspection Priority Working Paper 2022, is an important step to improve the standard of energy storage systems in Taiwan.
According to the Measures for the implementation of voluntary product certification and Method for drawing the marking scheme of voluntary product certification, accessory products that have obtained the voluntary product certification certificate need to print the following accessories voluntary logo.Although voluntary in nature, the official document also mentioned that if there are units describe this certification as “the basis for its mandatory provisions, comply with its provisions. Different from the CCC battery program mode, battery systems also need factory audit and then issue report. Factory audit is necessary for the first time to apply for certification, while subsequent additions to the series models do not require repeat factory audit. However, an annual factory inspection is required for certificate maintenance, while the battery cells are not required.
