▍What is PSE Certification?

PSE (Product Safety of Electrical Appliance & Material) is a mandatory certification system in Japan. It is also called ‘Compliance Inspection’ which it is a mandatory market access system for electrical appliance. PSE certification is composed of two parts: EMC and product safety and it is also an important regulation of Japan safety law for electrical appliance.

▍Why MCM?

(Supplementary notice: In 2008, PSE started mandatory certification for portable rechargeable lithium-ion battery, in which the standard is the annexed table 9. Since then, the annexed table 9, as an explanation of technical standard for lithium-ion battery standard referring to IEC standard, has never amended. However, we know that in annexed table 9, there’s no requirement for observing voltage of every cell. In this situation, the protection circuit may not work, which will lead to an overcharge; while in JIS C 62133-2, which refers to IEC 62133-2:2017, requires monitoring voltage of each cell. The protection circuit will activate to stop charging when cell is fully charged. In order to prevent fire accident caused by overcharging of lithium-ion batteries, the annexed table 9, which does not require cell voltage detection, will be replaced by JIS C 62133-2 of Annexed table 12.) Both annexed table 9 and JIS C 62133-2 are based on IEC standard, except for Q1 requirement, along with vibration and overcharge. Annexed table 9 is relatively stricter, thus if annexed table 9 test is passed, then there’s no concern to pass through JIS C 62133-2. Nevertheless, as there are differences between two standards, test reports for the one standard are not accepted by the other.On July 25, 2022, Bureau of Standards, Metrology and Inspection (BSMI) issued a draft on the implementation of voluntary product verification of lithium battery used in electric vehicles. On August 16, BSMI officially announced its plan to implement a voluntary verification mode on electrics vehicles with less than 100 kWh, which is composed of Product Test and Conformity Type Statement. Test standard is CNS 16160 (version of year 110), referring to ECE R100.02.
