Taiwan’s Home Energy Storage Systems and Energy Storage Converters are planned to be included in mandatory inspections

The Administration Group of the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs of Taiwan held a special meeting on May 22, 2024 to discuss the necessity of making home energy storage systems mandatory. Finally, the meeting decided to include small household lithium-based energy storage systems in the mandatory inspection scope of the BSMI plan.

Small household lithium energy storage systems are planned to be included in the fixed lithium energy storage device, and the tentative scope of application is that the energy of its lithium battery is within 20kWh and the power of the energy storage inverter does not exceed 20kW.

At the same time, considering that the power storage converter (PCS) is a key component of the energy storage system, BSMI also recommends that the power storage converter be included in the mandatory inspection scope.

 

Scope of Application

Stationary lithium energy storage device: a system whose battery energy does not exceed 20kWh and the power of the energy storage inverter does not exceed 20kW, such as an integrated energy storage system or a separated energy storage system

Energy storage converter: its power does not exceed 20kW

 

Implementation of Standard Requirements

Requirements for Components

Lithium Cell/Battery Inspection Standards:

Comply with CNS 62619 (2019 or 2012 edition) or CNS 63056 (2011 edition), where the battery needs to undergo thermal diffusion testing and obtain a Voluntary Product Certificate (VPC)

 

Battery System Functional Safety Inspection Standards:

  • IEC/UL 60730-1:2013 Appendix H (Class B or C)
  • IEC 61508 (SIL 2 and above)
  • ISO 13849-1/2(performance level “C”)
  • UL 991 or UL 1998

Safety Requirements:

With photovoltaic module input: CNS 15426-1 (100th edition) and CNS 15426-2 (102nd edition)

Without photovoltaic module input: CNS 62477-1 (112 edition)

EMC Requirements:

For use in industrial environments only: CNS 14674-2 (112 edition) and CNS 14674-4 (112 edition)

Certification Modes

Small household lithium-based energy storage systems and energy storage converters are expected to be mandatory on July 1, 2026. All applicable products imported into Taiwan or manufactured locally need to undergo either type approval batch inspection or verification registration.

Compared with the familiar CNS 15364 battery certification process, the home storage system process is expected to increase the requirements of factory inspection, and the department issuing the certificate is also BSMI. At the same time, it is expected that the certificate will be issued by BSMI after the implementation date. The certificate is valid for 3 years and can be extended for only one time after 3 years.

 

TIPS

In addition to the above-mentioned household energy storage systems and energy storage converters, which are planned to be included in the mandatory inspection, products such as UPS are also expected to be subject to relevant inspection changes as well as included in the mandatory inspection list in the near future. Enterprises with the need to import from Taiwan are welcome to contact the liaison personnel of MCM and inquire the relevant policy requirements.
