Overview:
Recently there are 2 pieces of important news for Japanese PSE certification:
1、METI considers to cancel the annexed table 9 testing. PSE certification will only accept JIS C 62133-2:2020 in the annexed 12.
2、New version of IEC 62133-2:2017 TRF template added Japan National Differences.
Many questions are raised focusing on above information. Here we pick up some typical questions to answer the most concerned questions.
Q&A:
Q1: Is it real that annexed table 9 will be canceled? When?
A: Yes it’s true. We have consult with METI personnel and confirmed they have internal plan for cancelling annexed table 9, keeping only annexed 12 of JIS C 62133-2 (J62133-2). The exact date of implementation is not decided yet. There will be an amendment draft, which will be published by the end of 2022 for public consultation.
(Supplementary notice: In 2008, PSE started mandatory certification for portable rechargeable lithium-ion battery, in which the standard is the annexed table 9. Since then, the annexed table 9, as an explanation of technical standard for lithium-ion battery standard referring to IEC standard, has never amended. However, we know that in annexed table 9, there’s no requirement for observing voltage of every cell. In this situation, the protection circuit may not work, which will lead to an overcharge; while in JIS C 62133-2, which refers to IEC 62133-2:2017, requires monitoring voltage of each cell. The protection circuit will activate to stop charging when cell is fully charged. In order to prevent fire accident caused by overcharging of lithium-ion batteries, the annexed table 9, which does not require cell voltage detection, will be replaced by JIS C 62133-2 of Annexed table 12.)
Q2: What is different in testing items between annexed table 9 and JIS C 62133-2? Can they use the same report, or can we transfer annexed table 9 certification to JIS C 62133-2?
A: Both annexed table 9 and JIS C 62133-2 are based on IEC standard, except for Q1 requirement, along with vibration and overcharge. Annexed table 9 is relatively stricter, thus if annexed table 9 test is passed, then there’s no concern to pass through JIS C 62133-2. Nevertheless, as there are differences between two standards, test reports for the one standard are not accepted by the other.
Q3: For those have been certified for annexed table 9, are they needed re-certified for JIS C 62133-2 after transition period? Will annexed table 9 be invalid for PSE by the end of 2022?
A: METI only reveal their intention, but there are no documents released. At present we can still certify PSE through annexed table 9. Besides, there may be a transition period after cancellation. However, considering avoiding repeated certification, we will recommend certify PSE through JIS C 62133-2.
Q4: Can MCM test JIS C 62133-2? How long does it take?
A: MCM is able to test JIS C 62133-2. The term will be 5 to 7 weeks.
Q5: What’s difference between JIS C 62133-2:2020 and IEC 62133-2:2017?
A: Although JIS C 62133-2:2020 mainly is based on IEC 62133-2:2017, there are still some differences in test. Details are as follow chart:

Q6: Does MCM own a template for IEC 62133-2:2017 Japan National Differences? Can we test for this ND? How long does it take?
A:MCM已有此份TRF模板,且目前可以受理带JP ND的CB 报告。测试周期5-7周。
A: MCM has this TRF template, and we can provide JP ND report for CB. The test will take 5 to 7 weeks.
Q7: Is CB report with JP ND replaceable to PSE report? Is it necessary to have a PSE report? Is there any difficulty to pass JP ND?
A: Theoretically CB report with JP ND can replace PSE report, but we are still consulting with METI. If products can pass the test for annexed 9, then there’s no concern for testing JP ND.
Q8: If batteries are planned to be tested for CB with JP ND, does cell report also require a CB report with JP ND? Can it be replaced by PSE report?
A: If your batteries apply for CB report with JP ND, then cells are required for CB report. PSE reports are not acceptable for CB application.
