Overview:

Promulgated on December 23, 2021, Russia Decree 2425 “On the access to the unified list of products for compulsory certification and declaration of conformity, and the amendments to the Decree of the Government of the Russian Federation No. N2467 of December 31, 2022…” will be effective on September 1, 2022.

Content：

1.From September 1, 2022, applications for Gost-R CoC (Certificate) and DoC (Declaration) will only accept reports issued by Russian accredited laboratories.

2.Gost-R CoCs and DoCs issued under 982 of the RF PP before September 1, 2022 can be used as usual during their validity period, but cannot exceed September 1, 2025. 

After the regulation comes into force, the DoC can only be obtained by submitting a test report issued by an accredited laboratory in Russia.

Analysis:

If Russia implements product certification in accordance with this regulation, it will prolong the time for obtaining certification and increase the cost of certification testing. However, MCM communicated with local agencies and learned that the implementation may not be too rigid, though it will be more standardized than now. MCM will continue to pay attention to the latest status of this regulation and find a better way to solve the trouble of sending samples to local testing.
