How to apply inspection certificate of dangerous package:

According to the “People’s Republic of China on Import and Export Commodity Inspection” and its implementation regulations, manufacturers who export hazardous good package containers should apply to the customs of the place of origin for the hazardous good package container performance appraisal. Manufacturers that export dangerous cargo should apply to the customs of the place of origin for the hazardous good package container usage appraisal.

<Declaration of Conformity of Manufacturing Enterprises Exporting Hazardous Chemicals> 

Performance Inspection Results of Packages for Transportation of Exported Goods (except for products in bulk);

Report on Identification of Hazard Characteristics by Categories;

Danger notice labels (except for products in bulk, similarly hereinafter) and sample of safety data sheets, for which the corresponding Chinese translations shall be provided if they are in a foreign language.

Product name, quantity and other information of the actual added inhibitors or stabilizers, for products that need to add any inhibitor or stabilizer.

Does lithium battery need Inspection Certificate of Dangerous Package

According to the regulations of <Recommendation on Transportation of the Dangerous Good>, lithium battery over below limits belongs to dangerous good, of whom the export needs to apply Inspection Certificate of Dangerous Package:

1. Lithium metal or lithium alloy cell: lithium content is more than 1 gram;

2. Lithium metal or lithium alloy battery: total lithium is more than 2 grams;

3. Li-ion cell: Watt-hour rating exceeds 20 W•h

4. Li-ion battery: Watt-hour rating exceeds 100W•h

Common questions while applying Inspection Certificate of Dangerous Package

1. When applying certificate of hazard classification and identification for chemicals ( HCI report for short),only UN38.3 report only with CNAS logo is not accepted;

Solution: now HCI report can be issued by not only customs internal technical centre or laboratory, but also some qualified inspection agents. The recognized requirements of each agents to UN38.3 report are different. Even for customs internal technical centre or laboratory from different places, their requirements are different. Therefore, it is operative to change the inspection agents that issue HCI report.

2. When applying HCI report, the UN38.3 report provided is not the newest version;

Suggestion: Confirm with inspection agents that issues HCI report the recognized UN38.3 version in advance and then provide report based on required UN38.3 version.

3. Is there any requirement on HCI report while applying Inspection Certificate of Dangerous Package?

The requirements of local customs are different. Some customs may only request the report with CNAS stamp, while some may only recognize the reports from in-system laboratory and few institutions outside the system.
