Update on the Implementation Rules for Compulsory Product Certification of Electric Bicycles

On September 14, 2023, the CNCA revised and published the “Mandatory Product Certification Implementation Rules for Electric Bicycles”, which will be implemented from the date of release.  Meanwhile “Mandatory Product Certification Implementation Rules for Electric Bicycles” (CNCA-C11-16:21) repealed at the same time.

The new certification rules have added electrical and adapter requirements for electric vehicles. In addition to meeting GB 17761 “Safety Technical Specification for Electric Bicycles”, it is also necessary to meet:

GB 42295 “Electrical Safety Requirements for Electric Bicycles” (w.e.f. January 1, 2024, enterprises can implement in advance on a voluntary basis)

GB 42296 “Safety Technical Requirements for electric Bicycle Chargers”

Lithium-ion Battery: Mandatory product certification unit division and measurement allowed error resolution

On September 27, 2023, the CNCA TC03 Technical Expert Group announced a resolution on the division of compulsory product certification units and measurement tolerance for lithium-ion batteries.

Portable Power Supplies for Camping Use: Mandatory product certification related requirements resolution

On September 27, 2023, the CNCA TC03 Technical Expert Group announced a resolution on the requirements for mandatory product certification of portable power supplies for camping use. It mandates that the portable power supply product name in the CCC certification should be noted as “not intended for installation and use only in the outdoor environment”, if the product name contains the words “camping” or “outdoor”. And manufacturers should note the warning information such as the product shall not be rained or flooded in the product manual.
