On November 22nd, 2021, the National Certification Accreditation Management Commission issued an announcement on the revised draft of the “Regulations on Certification and Accreditation of the People’s Republic of China” (Draft for solicitation of comments).
In order to meet the requirements of building a new development pattern, promoting high-quality development, implementing the decision and deployment of the Party Central Committee and the State Council on deepening the reform of “delegating power, improving regulation and upgrade services, as well as building a high-standard market system, and comprehensively strengthening the certification and accreditation inspection and testing work, the State Administration for Market Regulation (CNCA) organized the revision of the “Regulations on Certification and Accreditation of the People’s Republic of China”, now soliciting public opinions from the public. The deadline for comments is December 22nd, 2021.
The amendments to the certification and accreditation regulations mainly include:
- Learn from the reform experience of “Delegation, Management and Service” of certification accreditation inspection and testing;
- Improve the overall requirements of certification, accreditation, inspection and testing activities;
- Improve the certification system;
- Integrating inspection and testing into the scope of the specification;
- Improve the accreditation system;
- Improve the supervision and management system;
- Improve the legal liability system;
Revise the expressions related to the reform of the market supervision system.
