Recently the International Air Transport Association (IATA) published the 65th edition of the Dangerous Goods Regulations for the Carriage of Dangerous Goods by Air (DGR).The 65th edition of the DGR incorporates the revisions to the ICAO TI of International Civil Aviation Organization (ICAO) for the years 2023-2024. Revisions to the 23rd edition of the Model Regulations have also been introduced.The requirements for batteries in DGR 65th remain unchanged, but in 2025 (i.e. 66th ) regulatory requirements for the transportation of sodium batteries will be added, as described in Appendix H.

Appendix H: Detailed information on changes that will take effect on January 1, 2025

  • H.1.2.7 introduces a new exception for data loggers and cargo trackers fitted with lithium batteries. The exception is shown in square brackets as it is still subject to final confirmation by the ICAO DGP.
  • A note has been added to H.2.3.2.4.3 to clarify that there is no watt-hour limit when lithium-ion batteries are installed in mobile assistive devices.
  • H.3.9.2.7 adds new categorization provisions for sodium-ion batteries.
  • The Hazardous Materials List has been updated to include the following new entries:

UN 3551, Sodium-ion batteries, UN 3552, Sodium-ion batteries installed in equipment and UN 3552, Sodium-ion batteries packaged with equipment, all included in Class 9.

UN 3556, Vehicles, powered by lithium-ion batteries, UN 3557, Vehicles, powered by lithium-metal batteries and UN 3558, Vehicles, powered by sodium-ion batteries.

  • Revisions and additions to the special provisions, including:

Amendments to A88, A99, A146 and A154 to apply to sodium-ion batteries;

Amendments to A185 and A214 to include references and provisions for new vehicles powered by lithium-ion, lithium-metal and sodium-ion batteries.

  • Modifications and additions to the package insert, including:

Amendments to PI952 to include provisions for vehicles powered by lithium-ion, lithium-metal and sodium-ion batteries.

Additions of three new package instructions for UN 3551 sodium-ion batteries, UN 3552 Sodium-ion batteries installed in equipment, and UN 3552 Sodium-ion batteries packaged with equipment. Amendments to the “Lithium Battery Marking” to refer to the new United Nations sodium-ion battery numbering. This marking will become the “Battery Mark”.
