Appendix 12   

Recently many clients asked us if MCM has been qualified to test Appendix 12. Prior to answering it, we would like to talk about it. What is Appendix 12? And what is the content of it?  

Appendix 12 is the 12th appendix of Explanation of the Ministerial Ordinance for Determining Technical Standards for Electrical Appliances issued by Ministry of Economy, Trade and Industry (METI). It is a table to show the Japanese Standards and their corresponding international standards, that is a list of Japanese Standards and their corresponding IEC standards. Hence, Appendix 12 is not a specific standard for a certain product, but a reference table of standards.

Why Would the Clients Care About Applendix So Much?

The details that Japan has adopted IEC 62133 and IEC 62133-2 is lised in Appendix 12 as below:

JIS C 62133-2: 2020 is referred to IEC 62133-2: 2017. If it becomes the standard of PSE certification, the testing time, samples and testing fee will all be reduced. That is why the clients care about it.

Whether JIS C 62133-2：2020 Will Be the Standard of PSE Certification

According to the official website of PSE certification, the standard has not been updated yet till now. The current standard of battery PSE certification is still Appendix 9 or JIS C 8712: 2015 (As below screenshot). And after communicated with METI, they confirmed there is no plan to adopt JIS C 62133-2: 2020 to be the standard of certification at present.

Conclusion

Currently the standard of battery PSE certification is mainly Appendix 9. Lots of manufactures worry about the cell overcharge test in this standard. Technically the test may easily fail because the voltage used in this test is over 10V. However, in the Japanese version Appendix 9, the definition of the cell used in this test clearly says the cell shall include the protective parts assembled in the device or battery. Hence it is not likely to fail easily as manufacturers’ worry.
