▍BSMI Introduction Introduction of BSMI certification
BSMI is short for Bureau of Standards, Metrology and Inspection, established in 1930 and called National Metrology Bureau at that time. It is the supreme inspection organization in Republic of China in charge of the work on national standards, metrology and product inspection etc. The inspection standards of electrical appliances in Taiwan are enacted by BSMI. Products are authorized to use BSMI marking on the conditions that they are in compliance with safety requirements, EMC testing and other related tests.
Electrical appliances and electronic products are tested according to the following three schemes: type-approved (T), registration of product certification(R) and declaration of conformity (D).
▍What is the standard of BSMI?
On 20 November 2013, it is announced by BSMI that from 1st, May 2014, 3C secondary lithium cell/battery, secondary lithium power bank and 3C battery charger are not permitted to access to Taiwan market until they are inspected and qualified according to the relevant standards (as shown in table below).

Remarks: CNS 15364 1999 version is valid to 30 April 2014. Cell, battery and Mobile only conduct capacity test by CNS14857-2 (2002 version).

Producer, dealer, consumer, entities involved in collection, segregation, transportation, re-furbishment and recycling of Waste Battery;
All types of batteries regardless of chemistry, shape, volume, weight, material composition and use.Battery used on equipment connected with the protection of essential security interests including arms, ammunitions, war material and those intended specifically for military purposes;
Battery used on equipment designed to be sent into space.An entity who engages in manufacture and sale of Battery including refurbished Battery, including in equipment, under its own brand; or sale of Battery including refurbished Battery, including in equipment, under its own brand produced by other manufactures or suppliers; or import of Battery as well as equipment containing Battery.It means responsibility of any Producer of Battery for Environmentally sound management of Waste Battery. Producer shall have the obligation of Extended Producer Responsibility for the Battery that they introduce in the market to ensure the attainment of the recycling or refurbishing obligations.Producer shall meet the collection and recycling and/or refurbishment targets as mentioned in Schedule II for Battery made available in the market.The person or an entity involved in manufacturing of Battery shall have to register through the online centralized portal as Producer in Form 1(A). The certificate of registration shall be issued in Form 1(B).
