Background and Date of implementation
1. GB31241-2014 was published on December 5th, 2014;
2. GB31241-2014 was mandatorily implemented on August 1st, 2015. ;
3. On October 15th, 2015, Certification and Accreditation Administration issued a technical resolution on additional testing standard GB31241 for key component “battery” of the audio and video equipment, information technology equipment and telecom terminal equipment. The resolution stipulates that the lithium batteries used in the above products need to be randomly tested as per GB31241-2014, or obtain a separate certification.
Note: GB 31241-2014 is a national compulsory standard. All the lithium battery products sold in China shall conform to GB31241 standard. This standard will be used in new sampling schemes for national, provincial and local random inspection.

Certification documents is mainly for mobile electronic products that are scheduled to be less than 18kg and can be often carried by users. The main examples are as follows. The portable electronic products listed below do not include all products, so products not listed are not necessarily outside the scope of this standard.

The 2017 version of the national standard Technical Standard for Battery Management System of Electrochemical Energy Storage Station (GB/T 34131-2017) has been revised, and the 2023 version of the national standard Battery Management System for Electric Energy Storage (GB/T 34131-2023) has been officially released recently and will be officially implemented on October 1 this year. The new GB/T 34131 mainly has the following changes:
The data acquisition error range and sampling period of current, voltage and temperature are more strictly stipulated;
The technical requirements and test methods of communication, control, insulation resistance detection, insulation voltage resistance, high and low temperature, salt-fog resistance, electrical adaptability, electromagnetic compatibility and other aspects are added;
The operating environment temperature of BMS is revised from 0~45℃ to -20~65℃. The maximum allowable error of SOE is revised from 8% to 5%. The average trouble-free working time is revised from not less than 40000h to not less than 20000h, and the operating life is not less than 10 years;
The related requirements of sampling testing have been added.
These changes will bring significant changes to BMS equipment manufacturing, engineering design, inspection, operation and maintenance. Relevant enterprises also need to pay attention to the content of the new standard in a timely manner and make preparations early.
