Background and Date of implementation

1. GB31241-2014 was published on December 5th, 2014;

2. GB31241-2014 was mandatorily implemented on August 1st, 2015. ;

3. On October 15th, 2015, Certification and Accreditation Administration issued a technical resolution on additional testing standard GB31241 for key component “battery” of the audio and video equipment, information technology equipment and telecom terminal equipment. The resolution stipulates that the lithium batteries used in the above products need to be randomly tested as per GB31241-2014, or obtain a separate certification. 

Note: GB 31241-2014 is a national compulsory standard. All the lithium battery products sold in China shall conform to GB31241 standard. This standard will be used in new sampling schemes for national, provincial and local random inspection.

▍Scope of Certification

Certification documents is mainly for mobile electronic products that are scheduled to be less than 18kg and can be often carried by users. The main examples are as follows. The portable electronic products listed below do not include all products, so products not listed are not necessarily outside the scope of this standard.

Wearable equipment: Lithium-ion batteries and battery packs used in equipment need to meet standard requirements.

Recently, the State Administration for Market Regulation (Standardization Administration) approved the
release of 106 important national standards, involving agriculture & rural areas, green environmental protection, public safety, distance education and other fields. Among them, the standards related to batteries are as follows:
Background of GB/T 39086-2020:With the rapid development of New Energy Automobile Industry, many
accidents and hidden dangers occur from time to time such as electric cars smoke, fire, and explosion and so on.
In addition to the battery itself of the defects in design and manufacturing. A greater degree as the “brain” of electric power system and as one of the three core technology of battery management system (BMS) is closely related. In addition, the release and implementation of the new national standard for EV charging has put forward new requirements for charging data collection accuracy and communication response, which requires the battery management system on the side of the vehicle to maintain connectivity with charging infrastructure, maintain coordinated control of the charging process, and ensure charging safety. Therefore, this national standard has been formulated.
Main technical content of this standard involving:
1) Stipulate various professional terms of BMS according to the newly released battery national standard, and maintain the uniformity of the standard;
2) Specify the communication and interaction performance requirements between BMS and vehicle;
3) Specify the monitoring function requirements of BMS in cell management, such as temperature, voltage
balance, SOC, etc.;
4) Specify the electrical safety performance that BMS should meet, such as high voltage interlock, insulation
monitoring, etc.;
5) Specify the environment and EMC characteristics that BMS should conform to;
6) Stipulate the test method based on the above requirements.
Standards for lithium batteries for new energy vehicles have been basically completed; and standards for
charging and changing station construction and R&D of new lithium substitution batteries are the next direction of new energy field. In addition to the power battery, BESS used in industry: such as telecom base station,
