▍BSMI Introduction Introduction of BSMI certification

BSMI is short for Bureau of Standards, Metrology and Inspection, established in 1930 and called National Metrology Bureau at that time. It is the supreme inspection organization in Republic of China in charge of the work on national standards, metrology and product inspection etc. The inspection standards of electrical appliances in Taiwan are enacted by BSMI. Products are authorized to use BSMI marking on the conditions that they are in compliance with safety requirements, EMC testing and other related tests.

Electrical appliances and electronic products are tested according to the following three schemes: type-approved (T), registration of product certification(R) and declaration of conformity (D).

▍What is the standard of BSMI?

On 20 November 2013, it is announced by BSMI that from 1st, May 2014, 3C secondary lithium cell/battery, secondary lithium power bank and 3C battery charger are not permitted to access to Taiwan market until they are inspected and qualified according to the relevant standards (as shown in table below).

▍Why MCM?

● In 2014, rechargeable lithium battery became mandatory in Taiwan, and MCM began to provide the latest information about BSMI certification and the testing service for global clients, especially those from mainland China.

1.On Dec. 22nd, 2020, Russian Federal Government issued No. 460 Law, which is the revision based on Federal Government Laws of No. 184 ‘On Technical Regulation’ and No. 425 ‘On Protection of Consumer Rights’.
2.In the revision requirement in Article 27 and Article 46 of No. 184 Law’ On Technical Regulation’, products that are subject to mandatory confirmation of conformity, including prior to the date of entry into force of technical regulations, and the conformity of which has been confirmed in the manner prescribed by this Federal Law, shall be marked with a mark of circulation on the market, CTP mark (No. 696 regulation).
3.No. 460 Law is officially put into force after 180 days from its issued date (Dec. 22nd, 2020), so effective from Jun. 21st, 2021. From that on, products that are subject to mandatory confirmation of conformity shall be marked with a mark of circulation (CTP) on the market.
4.Regarding to the requirements of circulation mark CTP for products in No. 460 Law, Russian Industrial and Foreign Trade Department, Russian Economic Development Department, Russian State Certification System Ministry, Russian Federal Technical Regulations and Metrology Ministry, Industry Association and Business Organization Representatives co-sponsored a draft proposal on https://regulation.gov.ru. According to draft proposal, it suggests the conformity of which was confirmed before the date of entry into force of this order and marked with the conformity mark (PCT), are released into circulation before the expiration of the documents on conformity assessment, but no later than June 20, 2022.
