Background and Date of implementation
1. GB31241-2014 was published on December 5th, 2014;
2. GB31241-2014 was mandatorily implemented on August 1st, 2015. ;
3. On October 15th, 2015, Certification and Accreditation Administration issued a technical resolution on additional testing standard GB31241 for key component “battery” of the audio and video equipment, information technology equipment and telecom terminal equipment. The resolution stipulates that the lithium batteries used in the above products need to be randomly tested as per GB31241-2014, or obtain a separate certification.
Note: GB 31241-2014 is a national compulsory standard. All the lithium battery products sold in China shall conform to GB31241 standard. This standard will be used in new sampling schemes for national, provincial and local random inspection.

Certification documents is mainly for mobile electronic products that are scheduled to be less than 18kg and can be often carried by users. The main examples are as follows. The portable electronic products listed below do not include all products, so products not listed are not necessarily outside the scope of this standard.

In March 2023, the National Energy Administration issued twenty-five key requirements (2023 Edition) for the prevention of power production accidents. Last year, the draft for comments of the “Requirements” were disclosed and at that time, in the document 2.12.1 article clearly stated that “medium and large electrochemical energy storage power stations can not use ternary lithium batteries, sodium sulfur batteries, shall not use echelon power batteries.” But in the 2023 version of this requirement, this requirement was removed and the following requirements are newly added.1.Medium and large energy storage power stations should choose batteries with mature technology and high safety performance, and prudently choose cascade power batteries. When the power battery is selected for cascade utilization, it should follow the whole life cycle concept, carry out consistency screening and conduct safety assessment combined with traceability data, and meet the safety performance requirements in technical standards such as “lithium-ion Battery for power storage” (GB/T 36276);The combustible gas detection device should be installed in the equipment of lithium iron phosphate battery. When the H2 or CO concentration is greater than the set threshold, the interdevice and cluster level DC breaking equipment should be disconnected, and the emergency ventilation system and alarm device should be activated. The threshold setting of combustible gas detection device shall meet the requirements of relevant standards.The above can be learned that the batteries of medium and large energy storage plants must meet the standards of GB/T 36276; combustible gas detection devices are required between battery equipment. The following are the details of Article 2.12 of the Requirements:
