As early as July 26, 2022, the Indian Association of Industries put forward a proposal for parallel testing of mobile phones, wireless headphones and headsets as a way to shorten the time to market.In reference to Registration/Guidelines RG: 01 dated 15 December 2022 regarding ‘Guidelines for Grant of Licence (GoL) as per the Conformity Assessment Scheme-II of Schedule-II of BIS (Conformity
Assessment) Regulation, 2018’, BIS issued new guidelines for parallel testing of electronic products covered under the Compulsory Registration Scheme (CRS) on December 16. As a more active consumer product, mobile phone will run parallel testing first in the first half of 2023. On December 19, BIS updated the guidelines to correct the date.These guidelines will enable parallel testing of electronic products covered under the Compulsory Registration Scheme (CRS). These guidelines are voluntary in nature and the manufacturers will still have options for submitting application sequentially to BIS for registration as per the existing procedure, or testing all components in the final products in parallel according to the new guidelines.Products such as batteries can be tested without having to wait for a BIS certificate for a previously tested component. Under parallel testing, the lab will test the first component & issue test report. This test report no. along-with name of lab will be mentioned in the test report of the second component. This procedure will be followed for subsequent components & final product also. The battery & final product testing laboratory shall evaluate the previously tested components before generating the final test report.The registration of the components will be done sequentially by BIS. The licence will be processed
by BIS only after getting registration of all the components involved in the manufacturing of the final product.
